About our founder and principal

CGS brings the highly successful experience and skills of its principal, Jim Fram, a professional, 30+ year economic development/chamber executive who is a Certified Economic Developer (CEcD) as well as a Certified Chamber Executive (CCE) who has achieved success in job creation, new capital investment, increasing of public revenues, and product development to smaller communities such as Dewey, OK and Harrison, AR to medium size cities such as Hot Springs, AR, Bartlesville, OK, or Killeen/Fort Hood, TX to larger metro areas like Lincoln, NE or Tulsa, OK.

Fram has successfully completed job creating-capital intensive projects ranging in scope and size from a 900,000-square foot Wal Mart Automated Distribution Center to the attraction of a grocery store to a small Oklahoma town. He has successfully participated in and/or completed projects with ABB, Wal Mart, Verizon, Hertz, AT&T, Tractor Supply Co., Baker-Hughes, Borets-Weatherford, Dollar-Thrifty, American Airlines, Nordam, Spirit Aerosystems, IC Bus, Novartis, Sallie Mae, Nelnet, EDS, World’s Foremost Bank (Cabela’s), Siemens, Rheem, Pfizer, and ConocoPhillips just to name a few.

            Fram is a past Chair of the Oklahoma Governor’s Economic Development Team (2007), an Oklahoma Economic Developer of the Year (2001), and has served in many leadership roles during his tenure in Arkansas, Oklahoma, Texas, and Nebraska. He has served on the state economic development and chamber of commerce association’s Boards of Directors in Texas, Oklahoma, Nebraska, and Arkansas during his career. He has also served on the Boards of Directors of the International Economic Development Council (IEDC) as well as the Association of Chamber of Commerce Executives (ACCE).

            While CGS is deep in skill and experience, they also have the connections and relationships with the larger specialty firms when and if necessary to fulfill the requirements of the task at hand. Fram has worked with nearly all the larger strategic planning firms from the organizational side and maintains relationships with a large database of site selection consultants and corporate real estate executives as well.
